Local Law 199, enacted in November 2019, established 20 commercial waste zones across New York City, with up to three waste and recycling carters authorized to provide curbside service in each zone and five carters authorized to provide large container (“dumpster/compactor”) service city-wide.
This zoning reform aims to improve the private carting industry by addressing environmental concerns, enhancing safety, and improving customer service.
